The American Alliance for Equal Rights

(August 5, 2026) – Today, the American Alliance for Equal Rights filed a formal complaint with the Internal Revenue Service asking the agency to investigate whether the Avenue Foundation, a Portland, Oregon–based §501(c)(3) charitable organization, is operating in compliance with the requirements of federal tax law governing tax-exempt organizations.

The complaint is attached.

The complaint requests that the IRS examine the Foundation’s activities and determine whether its programs and practices — which appear to be restricted by race and ethnicity — are consistent with the obligations imposed on organizations that receive federal tax-exempt status. AAER believes that charitable organizations benefiting from a federal tax exemption must comply with the law and serve the public in a manner consistent with the requirements of the Internal Revenue Code.
